startPage module Updates - version 0.2

I've made a few updates to the startPage module I'm tinkering with.

Changelog:

• Removed jQuery re-order
• Saving of icon re-order works in settings
• CSS changes depending on the number of rows
• Moved the links for the settings to a header bar, and changed the look and feel

Still to do:

• Allow users to upload their own images and URL
• Default image if there is none, and text overlay with site name
